The State Incentive Grant-Enhancement Project
In April 2002, The NIAAA released their landmark report "A Call to Action: Changing the Culture of Drinking at U.S. Colleges". For the first time, this report outlined researched, proven approaches to reducing and preventing high-risk drinking on college campuses. This research strongly supports the use of comprehensive, integrated programs with multiple complementary components that target:

individuals, including at-risk or alcohol-dependent drinkers,
-
the student population as a whole, and
-
the college and the surrounding community
Under the State Incentive Grant-Enhancement awarded to the Department of Mental Health and Addiction Services, The Governor's Prevention Partnership is contracted to provide the 4 CSU campuses with technical assistance and training in the following areas:

Individual level strategy: Brief Alcohol Screening and Intervention for College Students (BASICS)

Campus level strategy: Campus Task Force
-
Community level strategy: Community Campus Coalition
The Vision of the Statewide Initiative is to foster a campus-community culture that reduces occurrences of high-risk alcohol use, other drug use and the related consequences of high-risk behavior among college students on Connecticut's campuses.
Mission:
Connecticut's institutions of higher learning shall engage in the Statewide Initiative in a collaborative and coordinated effort to:
● Create campuses, communities and a state that actively engage in prevention efforts
to reduce high-risk alcohol use, drug use and the negative consequences of high-risk
behavior;
● Implement science-based prevention and intervention initiatives on Connecticut
campuses;
● Facilitate a support network for information sharing and action planning on statewide
issues related to high-risk alcohol use, drug use and the negative consequences of
high-risk behavior among Connecticut's college students.

Partnership facilitated a year-long campus training series to provide campuses
with the latest research in Higher Education prevention practices.
More that 70 campus staff were trained from 25 institutions. Those trainings
included:
